Ballast Bag Question

When I attempt to empty the ballast bag, It only runs for about 5 seconds at a time. Shouldn't it run until it's empty?

The Ballast changed about 4 times. If you have the Jabsco pump it draws about 15 amps to 20. If you have a a rule pump they do not draw alot, but they loose there abllity to keep prime. Send me a picture of the pumps or pumps to boatetrade@aol.com
