It depends on your definition. The boats are not as torquey as ones with a cast iron Detroit V8. They have plenty of horsepower, and you have to rev them hard if you are going to put 2k or more of weight in them, that's 2k of water weight in addition to passengers and gear. That I can say from experience. It's not a big deal, it just takes 10 sec or so to plane out. A different prop would help a LOT, I'm running a 4 blade OJ nibral 13x13, the 3 blade Acme is supposed to get out of the hole better.
If you run with normal weight and load, the boat has plenty of power and torque. You will see when you drive one.
They are less underpowered than a new Xstar with the base motor, I'll tell you that. There are a lot of relatively large boats (22-23 foot) that are equal in performance to the Epics, with the base motors. They have the option of upgrading motors, but at a high initial cost and higher operating cost.
See for yourself, go test drive some boats. Fill the ballasts and add a couple of sacks, see how they get out of the hole.
