Serpentine belt tensioner

I just finished replacing the timing belt and water pump, had everything back in place, went to put the serpentine belt back on, and the tensioner will not move.  What have I done wrong?  When I took the belt off, I just pulled it with my hand.   
I also found that the bolt holding the pulley was loose and had rounded some of the threads on the first of the threads.  Should I just replace the whole thing?  Or try using a die to clean the threads?

The tensioner is the same as the automotive one so it'a fairly inexpensive. If you were able to move it with your hand it may have been toast. I've always needed a ratchet with a fairly long handle to move mine.
