Possible Fuel Pump issue

My '99 Epic 21 is bogging down after a minute or two of 2k+ rpms. Here's a clip of what its doing: https://photos.app.goo.gl/vzunqaaCmrcdpV8k8

When it does this, if I slow to idle for a bit, then rev up again, its fine for 10-20 seconds. Then back to bogging down.

I suspect a fuel supply issue. Running down the Fuel System Guide in the maintenance section here, I unplugged the fuel pumps one at a time. The first one made no difference in running (on the trailer). Re-plugged that one, unplugged the second one, the engine quickly dies. Question: Should either fuel pump be able to sustain the engine at idle on it's own? If so I believe that means the one I unplugged and the engine still ran is faulty.

Another question. Looking on the fuel rails, another possibility is the fuel pressure regulator. First, should these match on both sides? (see attachment1) One is black with a little rubber nub and the other is silver with a screw. Then, as indicated, one vibrates and one doesn't. Is this correct?

Here's what I've already replaced for this issue or otherwise: check ball valve on the tank fitting, battery, safety lanyard switch, fuel filter.

I have also tested the circuit opening relay according to the service manual and it tests normal.

I also tested the fuel pumps resistance with a multi-meter according to the service manual (see attachment 2). One plug passes, the other had no resistance. Is this expected behavior? Or should both plugs have the same resistance each?

Fixed. The fuel line was kinked under the rear seat floor board...
