Blower and Panel Switches

Got the boat out for the first time this year after being stored since October.  Changed oil, transmission fluid, water/fuel separator, and ready to hit the water.  However, ran into a couple minor problems that seem to be standard challenges for most of us, but I had not encountered yet.

Bilge was not working, could hear it running.  Found out the intake was clogged with debris that had been floating in the bottom of the boat.  Also found steel wool around the screen of my bilge.  Removed all of that and it worked fine.

Couple other things where I looked around on here for a while and not sure I am finding what answers to the questions I have.  So, help if you can.

1. My 4 panel and 6 panel switch cluster "blinks or flashes".  All the switches light up when switched on, as stated above, bilge works, horn works, nav lights, etc.  Just not sure why the lights blink or flash.
2. Blower is not working.  It worked last fall, but not working today.  Do not even hear it click on or a relay pick up.  Trying to figure out if it is a potential bad blower, bad connection, or does the flashing cluster lights have anything to do with it?

I did some testing today.

My DECC is putting out 12.3-12.4V for each orange wire output, but intermittently it will only put out 9.2-9.4V and that is when the lights start flashing.   It will flash about 5-6 times then stop.  I can turn on a switch and it will be back to putting out 12.3-12.4V.

Is this a DECC issue or a battery issue?  I am leaning towards DECC issue.

Also, noticed the lower output seems to be when I turn on the switches that are on the same side of the switch panel and mostly the two next to the ignition key or the left side.
