2000 S22 Stays at 3000 RPM when in gear?

Pulled boat out of storage today. I was running perfectly in October when I last used it. Started up right away. Motor seems to run fine. It's revving up to 5500 when taken out of gear. The boat will not go over 3000 RPM when in gear and throttle hammered. Fuel is fine, as I just filled it up. I'm thinking it might be the TMC cruise control. I think it may have accidentally been turned on, and as the display is broken, I can't navigate through the menus to turn it off. Does anybody agree with my thought process, or do you think it could be something else. 2000 s22

Does it idle at about 1000-1200 rpm?

Clean Mass air flow sensor!

Put a vise grips on return line back to tank!

It was bad gas and spark plugs... runs like a dream now.
