I changed the spark plugs and when I checked to see if the throttle opened all the way on WOT, found that it does not.  I could get another 10 to 15 Degrees out of it by twisting the throttle plate.  In looking further, there is a couple of things I could do to get it to open completely,  then I started over thinking it and wondered if it would be a good idea to screw with the factory settings.  The boat ('99 E21) will make 47MPH and 5700RPM.   The arm on the throttle body plate has an elongated hole that if I dropped the pivot closer to the center might make it open all the way or readjust the throttle cable to allow it to completely open it up.
Any suggestions?

You tried to open the throttle while the engine is not running, correct?  That is normal, there is a small motor that opens the throttle as needed all the way under load when running.

Dawsonr I understand your frustration!
I have been having problems getting my WOT. If I open my engine cover while the boat is running. Then crack the throughtale wide open, with the throttle control. My boat is still not running at full throttle. If I reach back and physically push the arm that the throttle cable is connected to I can push abut 1/8 of an inch, the boat jumps out of the hole when I do this. I have played with the adjustment screws but it seams the perfect pass attachment makes it very hard to get full throttle. Does that mean that my throttle positioning sensor is messed? If any one has solution I would be very greatfull!
